According to the federal government's Statistics Canada, between 1976 and 1996 more than 400,000 English-speakers left Quebec for other provinces and the true total was bound to be higher, because StatsCan did not monitor those anglophones who decided to leave Canada altogether.
But Corak hopes that StatsCan will retain some of the innovative approaches it adopted to deal with the poor data.
When it released the results in 2013, Statistics Canada (StatsCan) included a disclaimer that researchers should be cautious when comparing the survey with previous census data.
"I haven't seen people using data from the survey in their research," says Miles Corak, an economist at the University of Ottawa and former StatsCan employee.
Munir Sheikh, the former head of StatsCan who resigned in 2010 over the cancellation of the long-form census, has said that he thinks it should be possible to make the change as long as the government moves quickly.
"The big question in my mind is not political, but whether StatsCan went far enough in their transition planning before [the election] so that they now have the flexibility to quickly switch over to a mandatory questionnaire," he says.
According to StatsCan, on April 16, 2014, 338 women and 201 children who were with them were turned away.
If StatsCan has to move the numbers around to make them work, then it almost defeats the purpose of having a voluntary survey in the first place.
Saskatchewan, which went completely Tory blue in the last federal election, was hit worst by the data, with StatsCan suppressing data on 43% of its communities.

StatsCan then determined local income rankings based on the 2016 census and broke those rankings into five groups (or quintiles) of equal size.
StatsCan also reports that emotional and physical abuse were the most common reasons women gave for visiting the 627 women's shelters across Canada.
