Hardwick made unannounced inspections in March and April this year.
The authority conducts its own elevator inspections in its buildings.
The report is based on field inspections in the first six months of last year.
The company says its officials conducted more than 1,300 inspections in 2011 and 2012.
Boeing had recommended inspections in that area by 25,000 flights; the plane had 22,000.
One said they had formally stopped doing factory inspections in 2003.
Another problem, witnesses said, is that the agency gives foreign drug makers advance notice of inspections, in contrast to the unannounced inspections in the United States.
Supporters of the agreement emphasize that future inspections in Iran will be frequent and strict.
